The partial activity scheme (more commonly known as short-time working), which has been radically reformed by the Government, has been very heavily mobilised as part of the COVID-19 crisis: as of 5 May 2020, these requests for compensation concerned more than one million companies and 12 million employees. Given the importance of the financial support provided by the public authorities to companies and employees, the Government wanted to step up controls on partial activity requests.
On 5 May 2020, an Instruction was sent by the Ministry of Labour to the DIRECCTE in order to present the objectives of the control plan that they will have to implement in their territories and to remind them of the legal tools available to them. This text has not yet been published.
